Well I have been thinking for a while about the houses... this is what I think:
Well, it is obvious Citizens have a restriction on Houses: they cannot vote for people in their own house. However, with that twist being far too simple, I think the House may just serve another purpose.
The host made it clear that for an easier time, he suggests that people should "get to know" people based on the following Hierarchy:
With that said, I can say that my initial observation of "houses clumped together" is wrong. For one, the above tip does not show support for three groups of houses. Not only that, the three groups are unequally divided. And possibly the most important of all is that the host emphasized that the houses go in a circle, in which if you look closely, the tip of houses 6-7, 5-4 and 2-3 are somewhat equidistant -- only the numbers provide the "clumping together" illusion.
Now for the twist: I don't suppose voting out a whole family could be possible, but then having four people in each house could make tiebreaking ugly. Still, it is possible.
Still, I think a bigger possibility is a restriction against the Spies for Imprisonment. Not only I think it gives a more strategic game for the Spies, it also provides more purpose for actually placing the houses. Not only that, Citizens who look at Imprisonment patters may be able to track down the Spies in a flash -- something very difficult to do in the past seasons. Now only if they would look at it that way...
Given this possibility, would this reaffirm Summer being a Spy? She really wanted me to be in her house. Is it because she wants to make sure I'm not the lone ranger? Or is it because she wants to make sure a Spy lives where I live?
With that, does this confirm Kip as a Citizen? He encouraged me to switch houses back then, different from what he chose. But come to think of it, he "stole" (or rather, reserved) the house where me, Summer, Singe and Kiyoshi was suppposed to live in... Was it an honest mistake? Or does he want to ensure I lived with a spy?

- People in your own house. (3 people)
- Your neighbors (8 People living next to you)
- The rest of the Burg (16 other people)
