Rule change:
A few days ago I plotted out the rest of the game. I could not do this until this point due to unknown variables such as inactives and the Trial.
That analysis led me to the conclusion that the game setup would not be fair if Imprisonment between Spies was allowed at that point. The reason being that 14.5 Exiles is far too many for 5 Spies to survive. And that's not even taking into account the fact that with 2 Spy groups Spies are more likely to be Exiled than normal.
For this reason, Spies can not be Imprisoned.

News flash:
Only 4 more chances to eliminate Citizens at Imprisonment.
Your group must survive 6 Exiles to win.
That is all.
